There are people who were able to make their muscles as tough as metal, but that is almost close to impossible. Sure, there are people who are just insanely gifted, but even those people hardly make it. If you want to make your muscles turn into something that is as hard as metal, then you need to work out. If you do not work out diligently, then you will never achieve what you want to do, that is the golden rule in muscle training.
